Art. 6.- Public Participation: This article only allows the right to vote in municipal elections to immigrants who possess a residence card.
Art. 7.- Gathering, manifestation and association: This is one of the most polemic articles, because it denies the right of joining and the freedom of association to foreigners who do not possess a stay authorisation or residence in Spain. These rights are recognised by the Constitution, and because of that they must be respected by all laws. A law which does not respect the Constitution may be declared unconstitutional.
Art. 9.- Education: Although all foreigners, legal or illegal, have a right to a basic and free education in Spain until they are 18 years old, only foreigners with their papers in order may have access to teaching activities or of scientific research and of creating and directing educational centres.
